I figured it out.

It was, as I had thought, a permissions issue. The reason I couldn't set the permissions is because I had a setting wrong in the UI. A default setting, but wrong nonetheless.

Once I unchecked Tools -> Folder Options -> View -> Use simple file sharing, I was able to get to the Security tab in the file properties to add other users to the write access lists for that folder. Now that I've done that, it works fine.

This should, perhaps, go in a document that accompanies the Windows release. On XP Home, unfortunately, an additional tool is needed to enable ACLs <http://www.dougknox.com/xp/tips/xp_home_sectab.htm>;. I suspect that most users on Home would be running as an Administrator user anyways, however.
